Weston toll accident

Would it be a little helpful with the morning commuters to OPEN the toll booths and reduce the out bound tolls where there is less traffic flowing through them?

There are already emergency personnel there. Why not set up cones and open at least one more toll booth on the outbound side? Is it possible?

And another thing. Why do police get to ride the HOV? Is it not 2 or more passengers? What if they are need on the other side of the zipper lane?
